For scales, don’t try to draw each one fully. Start by shading the tail smoothly to show the round form first. Then suggest the scales using overlapping curved marks that follow the flow of the tail. Keep them softer and smaller in the light areas, and darker and clearer in the shadow areas. Less detail actually works better here.
For the tiny eyes, focus more on value contrast and the eyelid shape rather than details. Even a small shadow above the eye can add a lot of expression and life.
